How Do I Change the Size of My Computer Screen?

I just had my computer wiped clean and installed Windows XP. Trouble is, When it shows the desktop, the icons and toolbar are insanely big! I try to adjust the settings in the control panel and I tried looking up special ways to change it, but it wouldn't let me? Is this normal? Is there any way it can be fixed?
