Why won't it let me change the screen size on Cortex Command?

Okay well when I try to change the screen size of the game it says to restart the the game there no restart button and I've tried exiting out and opening it again but it still stays really small, how do I fix this?



and yes I did buy the game.Why won't it let me change the screen size on Cortex Command?
